From November 10th to 14th, 2014, the 9th International Committee on Global Navigation Satellite System conference (ICG-9) was convened in the Capital City Prague of Czech Republic.
This meeting was held by European commission and European satellite navigation bureau. Around 260 delegates from countries such as UNOOSA, China, the US, Russia, Czech Republic, Germany, Italy, Belgium, France, Spain, Japan, India, Malaysia, United Arab Emirates, and also from more than 10 international and regional organizations relevant to satellite navigation service and application such as FAI (Federation Aeronautique Internationale), ITU (International Telecommunication Union), BIPM(The International Bureau of Weights and Measures), IGS (International GNSS Service), FIG (International Federation of Surveyors) , APSCO (Asia Pacific Space Cooperation Organization) attended the meeting. Under the organization of China Satellite Navigation System Management Office (CSNO), more than 20 delegates and experts from ministry of industry and information technology civil-military integration promotion department, the State Administration of science, Technology and Industry for National Defense system department, Chinese academy of sciences, China Aerospace Science & Technology Corporation, China North Industries Group , China Electronic Technology Corporation , Beijing University of Aeronautics and Astronautics , Shanghai Jiaotong University, Wuhan University and other units attended the meeting.
On November 9th, the first ICG-9 preparatory meeting and Suppliers’ forum was held. The meeting mainly passed the conference agenda, discussed the “ICG Vision Statement”. The vision of ICG has been proposed, which is “to ensure that everyone at any time and at any location can enjoy the best quality positioning, navigation and timing services.”
On the morning of November 10th, ICG-9 conference held the opening ceremony and first general meeting. At the opening ceremony, delegates from the European commission, the Czech Republic transportation ministry, European satellite navigation bureau, as well as the director of the UNOOSA made speeches. Organizers extended their warm welcome, introduced the satellite navigation development in Europe, and played Galileo and EGNOS advertising video. The director of the UNOOSA appreciated the support from the delegates and ICG secretariat. He believes the compatibility and interoperability of navigation system can better benefit the mankind. He also expressed the hope from the United Nations for ICG, and wished this ICG “club” event achieved fruitful results.
At the first plenary meeting, suppliers from China, USA, Russia, and European Union introduced the recent development of Beidou, GPS, Glonass and Galileo systems respectively. They introduced in detail about the technical characteristics, current status and future perfection plan. Through their report, delegates understood the development, policy, constellation deploy plan and future direction.
The director of CSNO Ran Chengqi introduced the plan, policy, status, application and international activities of Beidou system. Currently, Chinese Beidou system has successfully completed the second phase, and launched the third phase plan, which is to extend from region and global areas, which shows Beidou system with an open attitude to serve the people and benefit the mankind.
At the meeting, Chinese representatives also actively communicated and coordinated with representatives from United Nations Outer Space Division, Russia, the European Union, the United States and other agencies and suppliers.
