The Press Conference on the One-year Anniversary of BDS Formally Providing Regional Service Held Today

The press conference on the one-year anniversary of the BeiDou Navigation Satellite System (BDS) formally providing regional service was held at the press conference hall of the State Council Information Office on December 27, 2013. Ran Chengqi, the press spokesperson of BDS and Director of China Satellite Navigation Office, Liu Qixu, director of China Satellite Navigation Application Management Office, Su Jie, vice-director of Comprehensive Transportation Planning Department of Ministry of Transport attended the conference and introduced the status of BDS, and then answered the reporter’s questions.

Independently established and operated by China, BDS is a global navigation satellite system, which is also compatible with other navigation satellite systems worldwide. It can provide all time, all weather positioning, navigation and timing services with high accuracy and high reliability, for various types of users in the global range. On December 27, 2012, it was announced that BDS had formally possessed Full Operational Capability (FOC) for China and surrounding areas, which marked the successful completion of the second step of the mission under the “three-step” development strategy.

In aspects of system operation and development, the related work has been focused on enhancing system accuracy and reliability. As a result, the system is operating continuously and stably, while the performance values are steady and rising. According to the monitoring and assessment result of the service signals covering the Asia-Pacific region, the system performance meets with designed specification of 10-meter positioning accuracy; while in some areas, the performance is better than the designed specification. In the aspect of application promotion, with satellite navigation being a strategic emerging industry, the BDS application promotion activities have been strongly supported by national ministries, departments and local governments, while the BDS-related industrial development is listed as a key project. In the past year, the BDS-related industries have made remarkable progresses, and already accumulated to some scale. A complete application industry chain has been formed, which consists of fundamental products, user terminals, system applications and operating services. In the aspect of international cooperation, China always upholds the principles of openness, cooperation, and resources sharing, and adheres to the concept of “BeiDou is of China, and also of the world”. In the past year, Mr. Ran said that they extensively participated in international cooperation, continued to carry out compatibility and interoperability coordination with GPS, GLONASS, GALILEO, and other systems, strengthened cooperation in sectors of system performance monitoring and assessment, system performance standards, so as to jointly provide better services for the world. They accelerated to push forward BDS to join international organizations, such as the International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and Third-Generation mobile communication standard Partnership Project (3GPP), to facilitate full connections between BDS and the world.

Ran Chengqi released the “BDS Open Service Performance Standard (version 1.0)” and the “BDS Signal-In-Space Interface Control Document (version 2.0)” today. Both Chinese and English versions of above documents will be available on the official BeiDou website.

This document is an important guideline for users to understand, apply and appraise BDS. It also reflects the confidence of BDS and the attitude to promote applications with responsibility. With the publication of the ICD (version 2.0), domestic and international enterprises can develop dual-frequency, high-precision BDS receivers, to enable the users enjoy navigation services with higher accuracy.
