Good morning! It’s my great pleasure to attend the press conference today together with my two colleagues. Firstly, I would like to announce that, BeiDou Navigation Satellite System will formally provide Full Operational Service for China and its surrounding areas since today. Next, I will give a brief introduction about the BeiDou System.
BeiDou System stands for BeiDou Navigation Satellite System, and the English name is abbreviated to BDS. As a global navigation satellite system compatible with other navigation satellite systems worldwide, BeiDou System is independently established and operated by China, which can provide positioning, navigation and timing services with high accuracy and high reliability, for all kinds of users any time, in all-weather and anywhere in the world.
As a key national science and technology program, BeiDou System is accelerating the construction based on a “three-step” development strategy. The first step has been achieved: in 2000, BeiDou Navigation Satellite Demonstration System was established, which made China in possession of an independent navigation satellite system. The second step is to establish the BeiDou System offering regional services by 2012. The third step is to completely establish the BeiDou System with global coverage around 2020.
Under the strong support from the nation and related departments, according to the general guideline of “quality, safety, application and benefits”, all staff engaged in the research, construction, test, application and management of BeiDou System take aim at the goal to establish a world top-level navigation system. Adhering to the development principle of “independency, openness, compatibility and gradualness”, the BeiDou team spares no efforts to work together and collaboratively, accomplish the second step objective of BeiDou System, and struggle out a satellite navigation development road with Chinese characteristics.
Since providing Initial Operational Service on December 27th, 2011, 6 more BeiDou satellites have been launched by 4 launch vehicles, which expanded service area, enhanced robustness of constellation and improved service accuracy. At present, the in-orbit satellites and ground systems are under stable operation, various user terminals have passed test and assessment, and system service performances can fulfill designed parameters and requirements. BeiDou System retains the active positioning, two-way timing and short message services from BeiDou Navigation Satellite Demonstration System, and will provide Full Operational Services to most parts of the Asia-Pacific region from today, including continuous passive positioning, navigation and timing services.
I. About the service performances of BeiDou System
The main service performances of BeiDou System in China and its surrounding areas are as follows:
1. Positioning Accuracy: Horizontally, 10 meters, vertically, 10 meters;
2. Velocity accuracy: 0.2 meters per second;
3. Timing accuracy: one-way 50 ns;
4.Two-way high precision timing and short message communications service can be provided.
The service performances of BeiDou System can be further improved by means of wide area differential and ground based augmentation, to satisfy various user demands.
II. Interface Control Document (ICD) for signal-in-space of BeiDou System
In order to encourage domestic and foreign enterprises to participate in the research and development of BeiDou System application terminals and promote its application, the test version of signal-in-space ICD concerning BeiDou System was released last year. Right now, the technical status of BeiDou System is already finalized, and the formal version of ICD will be announced today. Both Chinese and English versions will be published on BeiDou governmental website (www.beidou.gov.cn). This document will specify the signal interface relations between BeiDou System and user receivers. It will be a necessary technical document for manufacturing and development of receivers and chips.
III. Logo of BeiDou System
In order to specify BeiDou image communicaiton, today we will formally announce the logo of BeiDou System. The design implies following meaning: the circular conformation is symbolic of full and perfect, which indicates Chinese traditional culture in combination with the Yin-yang Fish Taiji Diagram. The deep blue space and light blue earth stand for aerospace career. The Big Dipper (BeiDou) was used for identifying directions dating back ancient times, and the compass (Sinan) was invented by ancient Chinese as the world’s first navigation device. Such a combination not only demonstrates the scientific and technical achievements in ancient China, but also symbolizes the space-ground integration of navigation satellite system, and it contains the name of China’s independent navigation satellite system-“BeiDou” as well. The networked globe and bilingual language in Chinese and English represent the vision of BeiDou System, which is to be open and compatible, and provide services to global users.
IV. Organization and Management on the construction and application of BeiDou System
Many governmental departments of our country have been involved in the construction, operation and application management of BeiDou System. As a joint office established by related national departments, China Satellite Navigation Office is a focal point in charge of relevant works in the field of satellite navigation. China National Administration of GNSS and Applications mainly takes charge of operation and control of the ground segment and the usage management of BeiDou System. China Aerospace Science and Technology Corporation is mainly responsible for the research, development and manufacturing of satellites and launch vehicles.
